My name is Delphine Mulligan and I've been a real estate broker in the Los Angeles South Bay since 2003, helping buyers, sellers, and real estate investors find and sell residential and investment properties.
During my time as REO Asset Manager for CHASE, I have supervised the sale of hundreds of foreclosed properties throughout the United States. I myself am a real estate investor, rehabber, and flipper, always eager to turn ugly houses into pretty houses!
As explained in my Bio below, I have an extensive and broad real estate experience, having handled residential and investment properties, foreclosures (REO), probates, short sales, rehabs and flips.
Having received both a legal and a business education (JD . MBA), I will put my real estate expertise of 14 years, my experience as a rehabber, my business skills, my legal mindset, and my esthetic sense at your service!

At the end of the transaction, I will cover $1000 of your closing costs through escrow.

I was born in France in a real estate family. My father was a broker, investor, and owner operator of a Century 21 agency in Paris. My mother was district manager for a real estate development firm, in charge of building complexes of hundreds of units.
In 1990, after graduating from Paris law school, I did my internships in the US in a couple of law firms, and then it dawned on me: I would inevitably die of boredom if I dedicated my life to tax law... So after getting my MBA from the University of Dallas, I moved to Los Angeles to become Operations Manager for an import export start up.
I obtained my California broker license in 2003, in the midst of the real estate boom. And as the real estate market started to heat up in 2005-2007, I advised my clients to stay away from adjustable rate loans that I found too risky. I always was a proponent of fixed rate loans for families purchasing their primary residence. Most of my clients were able to keep their home as a result.
In 2010, after the real estate crash, I became an Asset Manager for US and non-US banks that had thousands of foreclosed homes on their books. I managed on behalf of CHASE a large portfolio of bank owned properties nationwide, overseeing the eviction of homeowners, negotiating cash for keys, subcontracting with local agents to prepare and market the homes, negotiating contracts on behalf of the banks, training and managing asset management teams.
I still run my own team today as a private investor, “remodeler", and flipper.
Today, the Los Angeles market is again at an all time high. We have surpassed the peak of 2007 and most people are priced out of the South Bay. Foreign investors have been buying a lot since 2010, paying cash and contributing to steady price increases. Many locals whose salaries haven’t gone up in years are either relocating to other states, or sharing a home with their parents or roommates...
But the market is still going strong due to the attractiveness of sunny California, the influx of foreign investors, and the historically low interest rates.
